The home to Obsidian Bay's three great elected councils, Council Hall is located on the city's central plateau, in the Griffins District. The Hall is capable of seating up to 300 people, though such gatherings are infrequent, occurring only Needfest -- when new elected officials take office -- or special emergency meetings during the year. 

Otherwise, the Hall sees its three councils meeting on a rotating basis.
