At one time the sole governing body for the city of Blue, the Captains Council now deals strictly with trade and port administration issues since Blue was annexed by the Domain of Obsidian Bay. The Council consists of the Baron of Blue, a handful of remaining Lords of Blue, important captains of ships or shipping fleets, the heads of trade and merchant companies, certain leading members of sanctioned guilds, and possibly clergy.
