The High Quarter garrision is primarily charged with keeping undesirable individuals out of their portion of the city.

Most guards loathe an assignment to the High Quarter. Patrols in the quarter are usually uneventful, and most arrests involve the distasteful task of kicking ordinary citizens out of the area on trumped up charges.
Worse that the boredom are the nobles, lords, and government officials who call the quarter home, and seem to revel in making life difficult for the guards by calling them to evict staff, recover lost animals, or handle some distasteful job -- like removing garbage -- that they don't want to dirty their hands with.
