The Baron of Blue and head of the Captains Council by hereditary right, Johann Vonderzee has relinquished most of his authority to the occupation forces of Obsidian Bay since the last war with the orcs. He still keeps a small but loyal force of armed men as his House Guard at his small "palace". This force generally acts outside of the authority of the city government proper and they report directly to the Baron in all matters.
The occupation force from Obsidian Bay generally ignores the actions of these men because the act as enforcers in areas of the city where the normal city guard fear to go after sundown. They keep the violence and damage that erupts between rival gangs to a minimum, so they are tolerated and sometimes aided by the regular city guard on occasion.
