The Dock Master's Office is charged with coordinating shipping in Obsidian Bay, as well as administering taxes on anything arriving (and occasionally leaving) the city.

The building is home to extensive records of ship arrival and departure times, cargo manifests, tax information, and a variety of other documents regarding shipping. The various taxmen working the docks and the Dock gates can be found here, as can pilots who assist foreign ships in navigating the waters off of the Bay.

Naturally the Dock Master can be found here as well, constantly struggling to keep up with the crush of work as ever-more trade flows into the city.
