The Church of Rao in Obsidian Bay has long been known and admired for its adherance to justice and law. As such, its members have always been valued as judges and clerks within the city's judicial system. They also hold positions of power and respect within the city government, serving as fair-minded -- if occasionally stoic -- bureaucrats that can be counted on to act in the city's best interests.
