The heavily fortified Sea Gate serves as both the primary means of entering and leaving the docks as well as an important bulwark against seaward invasions.
A 150+ man contingent of the city guard -- including a magically-enhanced strike team capable of dealing with monsters above and below the waves -- is stationed here, as are a small army of customs officials who interview those entering the city.
The fortress includes two separate prisons, and enough room to hold nearly 500 troops should the need arise (and it has). Guards stationed here are charged with patrolling the Docks and Wharf Districts, and are often called upon to supplement the barracks in those areas.
